It was almost impossible for any relationship between south and north Korea to be established before 1970's, when the Cold War between the US and Russia had a direct effect on the Korean peninsula.
At the beginning of 1970's, the situation among the countries around Korea began to change rapidly, and even the US and Russia were discussing peace.
Based on this situation, south and north Korea also sought for the ways to initiate and establish some positive relationship. President Junghui Park declared "A Plan for a Peaceful Unification" on August 15th, 1970, and the first official exchange between south and north Korea was held as a Red Cross Conference.
And then they adopted "7·4 Joint-declaration" through confidential contacts and established a committee to resolve various matters between them. This has a historical meaning that south and north Korea initiated communication, but there was not yet any specific progress in the relationship between the two.
As they entered 1980's, they started to make some progresses. An official conference of the Prime Ministers, Sports Conference for participating as one country in LA Olympics, Lausanne Sports Conference, Red Cross Conference to discuss the matters regarding separated families and exchange of art performance, Economic Conference, and many other progresses were made.
Among them, the exchange of 50 separated families and 50 art performers on September 20th, 1985, were the first official exchange of civilians in 40 years after the Korea War was over.
As it became 1990's, they organized south and north joint teams for 41st World Table Tennis Championship and 6th World Youth Soccer Championship.
From September, 1990, to September, 1992, they held 8 high-officials conferences and adopted "An Agreement on Reconcilement and Prohibition of Military Invasion, and Exchange and Cooperation." They also formed three subdivisions (politics, military, and reconcilement and cooperation) and five joint-committees (reconcilement, military, economy, society, restriction on the use of nuclear arms).
In addition, they came to adopt sub-agreements on "Reconcilement", "Anti-Military Invasion," and "Exchange and Cooperation" and also declared their policy against nuclear weapons. They achieved a historic footstep in the reconcilement of south and north Korea.
President Daejoong Kim, who was elected in 1998, focuses on executing the agreements based on the policy that they resolve any matter through direct communication between governments of south and north Korea.
This is because President Kim concluded that the execution of the agreements is a very urgent matter for the reconcilement. Recently, separated families in south and north Korea got their chance to meet their long-separated families over the border, which 10 million separated families of south and north Korea have been dreamed of. Especially, the Summit Conference in June, 2000, was a historic turning point in the relationship of south and north Korea.
There have been many positive changes and progresses made.
