Our nation established one union for thousands years having the concord political space of the country and economic space of nation until the attack from Japan took place after the unification of the Three Kingdoms and we have carried out a lot of independent act to win the systematical rule back under the Japanese imperialism. 'One race, one country' is not only our historical custom, but it was our nations' general exoticism, believing the unification induced scarifies and expenses caused of the division. Therefore it is extremely rightful to chase the unification as the highest political goal, in spite of two Koreas' different ways to lead the country. But on the completion of establishment of each different political power,

both parties did not approve the political power subject of each other. Herewith, there was no practical development of unification eventhough the desire about the unification of the nation was extremely strong and the opposing situation only got worse. As the began of the early 1970's, the international position of republic of China has changed and produced the aspect of reorganizing the power balance that was divided into anticommunism and communism in the republic of China, as the relationship with America, Japan and etc have rapidly improved.

As the result, environ countries have changes their standpoint support the peace coexistence and peaceful and also independent solution to solve the unification of Korea peninsula. Like this sudden change of the Republic of China situation made the North Korea inevitable to introspect about existing confrontation structure and became the primary factor to review the policy about the opponent or turn over the economical power over all. South Korea, through "Peaceful unification plan" on 15th Aug. 1970, demanded in presenting the competition of creation and development &construction toward North Korea and tried to find two way communication between both countries in order to solve the independent and peaceful way.

On the hand, to solve the problem of dispersed families, the talks between the South and North Korean Red Cross Societies was recommended to be open, 12th Aug 1971. With such sudden change of internal and external exoticism and the initiate effort of the North Korea, the talks between the South and North Korean Red Cross Societies was opened and the joint communique of 4 July 1972 between the South and the North of Korea, that was the 1st agreement since the division between north and South Korea, were announced. But with the Indochina as a turning point this effort had no actual result and North & South Korea got into the confronting relation and again attrition. This situation continued from middle 70's till 80's. Entering the end of 80's break down of the cold war and reconcilement cooperation were spread bringing favorable external environment to the unification and peace of Korean peninsula. Owing to the advanced national capacity, the national demand had expanded that North & South Korea can no longer confrontat.

Especially unification of East & West Germany roused our nation with hope about the unification and demanded awakening at the same time. Based on such change of world order and national demand, South & North Korea recognized the operation of a multilateral exchange and cooperation solving the political and military confrontation situation in mutual, are the urgent pending problem and opened high-level talk. Finally on 19th Feb. 1992, the reconciliation and nonaggression between South & North Korea (South and north fundamental written agreement) effectuating the joint declaration about the denuclearization of Korean Peninsula (The joint declaration of denuclearization).

Also on 17th Sep. 1992, the affiliation written agreement became effective that containing detailed contents to carry forward the South-North Korea's fundamental agreement. Along with this, south- North Korea established and operated the divisional practice organization such as reconciliation, military, economic exchange cooperation, social culture exchange cooperation, nuclear control joint committee and divisional conference organization such as politics, military, exchange cooperation subcommittee and reached in setting up the South and North contact office as the permanent contact window. Not only this, but for the first time in our history, we were able to appeal the voice and right of our nation in the equal position with other countries in international society by both South & north Korea joining UN together in 17th Sep.1991. Two summits of South & North Korea opened the summit conference approving each other and thousands dispersed families were met going and forth South and North Korea. Now, the international order that gave us a lot of agony, has broken down and we are unifying and trying to develop the civilization of our nation by ourselves under the advanced capacity of the nation. As the result, we can say that the problem about the unification of South and North Korea is going for the new situation.
